Add CSS in WebPart

I have created a webpart that need to accumulate the
list of sharepoint server sites for navigation. I want
to show it on a drop down menu using Css.

I have a Css file which I added to the project. The
work part work fine but seems its not able to call the
css file.

What is probably happening is that the path for the .CSS is incorrect? Where are you storing the CSS file  and how are you referencing it?
