Creating a new user to Sharepoint directory

I am going to ask very stupid question but one that has made me spend 2 hours
searching the net and SharePoint to find the solution.
How can one add a new user to Sharepoint?
I can create new groups and add existing users to the groups but cannot find the
way how to create a new user.

Are you using Active Directory? If so, then you need to create the user in
AD and then you can add it to sites/groups.

No at present am not using AD. Is there a way to create a user in SP directly?
maybe from the central admin... There must be some way as I previously managed
to created 3 users however now I am unable.

Where are you keeping your users? In a database (Forms Authentication), or
perhaps in the server's local user store?
