Create Task - Assigned to column is blank

I have created a custom Task edit form, in which I have assigned the task to his
reporting manager, for certain user the task is perfectly assigned to his
reporting manager , but for certain user the Assigned to Column is blank. Even
thought the reporting manager name is correct and valid user. I dono why?
Any permission issues?

I would suggest that the whole topic of
permissions/accounts/imports/profiles/Active Directory be reviewed.
