Create sites with inheritance

Can anybody help me with this one:

I am creating a solution that will programatically create site-collections with
subsites.

Now what I see is that the subsites does not inherit permission from the
site-collection, even though when
I'm using the sharepoint api, I am making sure that I am inheriting permission
from the parent site.
Useuniquepermissions is set to false.

Somewhere to search for this problem?

can you try to create  site with the GUI and not STSADM , and check if it is
going to inherit  or no?

I have the opposite problem. I can use the STSADM command to create  a
site and its sub-site. Afterwards I need to break the inheritance.

Here are examples of the code I use:

stsadm.exe -o createweb -url "site url" -title "site text" -siteTemplate
"site template name"

stsadm.exe -o createweb -url "sub-site url" -title "sub-site text"
-siteTemplate "site template name"

There is a parameter called "-unique" on the createweb command; this
will tell the new site  to use unique (instead of inherited) permissions.
