Create site in two languages

I have language packs installed on WSS 3 , I want to know if it possible to
create the same site in two languages , not two seperate sites?

can someone point me in the right direction (link/doc/book) to accomplish this?

Can't be done. The closest you can get is if you use "variations" in
MOSS. A search should turn up information on how to use variations.
