Create Site (scsignup.aspx) enable

Is there a way to enable "Specify a secondary owner...." information while creating a new team site. I have see this before. Can't figure it out now.

You have seen this before as in when creating  a site? Or you just know you have seen it somewhere before.

You can set up a secondary site  collection owner  in Central Admin on the Manage Site Collection Owners screen. Is that what you were thinking about?
