Create Site rights

I am trying to give rights to someone to create WSS sites under a
SubArea. At first thought It looked as if they should be a Content
Manager. But that lets the CM create Areas, which I don't want to do.
If I take off the CREATE AREA and MANAGE AREA rights will they be able
to create (WSS) Sites? Also I do not want them to have FrontPage
Access but it looks as if the only way to stop that is to remove "Add
and Customize Pages..." rights?

If I allow a user to customize  their Area's web parts I
have to also give  them FrontPage access.

"Add and Customize pages  - Add, change, or delete HTML pages or Web
Part Pages, and edit the portal site  by using a Windows SharePoint
Services-compatible editor"

To get the "Modify Shared Page>Design this page" you have to give them
the above. That kind of really makes me queasy.

Why don't you create  a custom site  group, then you can "tune" the rights  you give  that group.

You can block FrontPage access if you like.

I went to mentioned blog and the linked support.microsoft link.
Thanks. I had no problem editing the XML for Team Sites but I could
not locate anything for Meeting Workspaces.
For english it should be in the same 1033 folder as STS??

Drive:\Program Files\Common Files\Microsoft Shared\Web Server
Extensions\60\Template\1033\MWS\XML
