You can do it two ways:
First, create  a new site  Collection in Central Administration using the "Publishing Portal" site template.
Then, you can create various subsites in your new site collection using other Publishing site templates, such as the "Publishing Site", "Publishing Site with Workflow", and "News Site" templates.
