Create a New Item in correct folder based on year

I'll be setting up a list that will be for all projects. This list will handle the incoming project application (basic project info) but I expect this list to have 2000+ items per year. With that in mind, I'd like to have each project land in its respective folder. We have a project numbering system that has 2 digits that represent the year (10-xx-xxxx). How can I have a new item be directed to the proper folder, so I can maintain performance throughout the years of using Sharepoint? An example would be:

Project Number = 10-25-5582

I'd like to see that be cataloged under the folder named 2010

Project Number = 11-25-5582

I'd like to see that be cataloged under the folder named 2011

Can this be done with a workflow built in SPD?

I think that you could *possibly* do this with SPD (it will likely take some custom activities), although it might be best to do this either with an event receiver or custom workflow with Visual Studio.
