First off, just because your server is MOSS, doesn't mean you can't still run plain ol' team sites on it; it just means you have the option to have more and different kinds of site  templates. I think the great limited factor is going to be if you have created special site columns in your old site, because there's no good way of bringing those over to a new site. In terms of migrating the content, I know your network  admin said "no", but is it possible that you could give them a .bat file for them to run and tell them all they need to do is essentially double click it? Would they be open to it if it was very little work?

Take a look at this post to see a couple options for migrating content  between site collections. A lot of these depend on the "stsadm" tool, which is a command line tool used by SharePoint administrators. If you could create a bat file using the stsadm tool and give it to the administrator, you might be able to save your site off to the file system and import the sites back into your new site fairly easily.
