Follow up below steps:

1) Open the Share Point Designer.
2) Create New work flow from File Menu
3) Give the workflow  name and choose the list  which you want to copy.
4) Click on Next
5) Set the Condition whatever you want in order to trigger Workflow
6) Under the Action, Choose "Create List Item"
7) On this above Action, Choose the List your Document Library List and Map
your Document Library List column to Custom List Column where item  being copied.

8) click done.

Now your workflow is ready to run based on your new item condition.

Sometimes, Workflow needs to start IISRESET in order to activate.

When I click CREATE list  ITEM in the workflow, I only see lists in the
current SharePoint site. I need to be able to update a list in a different
site. Am I missing something?
