Copy Item Workflow

When I develop a workflow in sharepoint it generates code automatically

<CopyItemActivity .... ToListID="{}{GUID}">

What is the first set of {CurlyBraces} for?

I would like to copy an item from one list to a list in a different site
collection. Is this easy to do?

I would prefer to "Copy to another site" in the manner that the "Send
To" Link works, more specifically I would like to route it to Records

Does anybody know how to do this?

Items are routed to Records Management by calling the OfficialFile.asmx
webservice. That way the loggedin user doesn't actually need rights on
the Records center to deposit items.

No. You would either need to develop  a custom action in Visual Studio
for SPD or the whole workflow.
