Sure, use a List Template. You can save the discussion  board to a List
Template (STP) from Modify settings and columns. Give it a name, title,
and description. Sounds like you want to check the optional Include
content checkbox. This will place the STP file into the List Template
Gallery for all Sites in your Site Collection. Any Site in your Site
Collection can create a complete replica of your Discussion Board. If
you only need to move it once, remove the STP file from the List
Template Gallery in the Site Administration of your top-level Site:
http://[sitename]/_catalogs/LT

If you need to create the replica in a Site in another Site Collection
(must be using the same underlying Site Definition and LCID - Language),
you can save the STP file to the file system. Navigate to the List
Template Gallery in the Site Administration of your top-level Site and
simply click on the file name. When prompted, save it to your local hard
drive.

Navigate to the List Template Gallery in the Site Administration of the
top-level Site in the Site Collection where you want to reuse the
Discussion board  and click Upload Template. Browse for the STP you saved
on the file system and then click Save and Close. Navigate to the Create
page using the link on the top nav (or for example):
http://[sitename]/_layouts/1033/create.aspx

In the Discussion Boards section, locate the Title that you gave to the
STP file when you initially created it. You can now create the
Discussion Board on any site in this Site Collection (again as long as
it is using the same underlying Site Definition and LCID).

This sounds like the solution if you want the entire discussion
board recreated, what if you only want to copy  one thread? For
example we are working on a project that covers several modules of
an accounting system. We are contemplating having separate
discussion boards for the separate modules and one General board  for
the project. We are anticipating that from time to time a
discussion thread may start in one of the specific modules and we
will want to move it to the General Board for further discussion. Is
there a way to move just one discussion  thread from one board to
another?

I can't think of any partial list move solution, even if you invoke
Excel 2003. You will likely need to move the entire list and then delete
the non-relevant posts. Sorry.
