Converting subsite to a top-level site

How can we convert an existing subsite to a top-level site in WSS?
Some features in site management are available only on
top-level site. My subsites are already huge, hence it would be
difficult to just create new top-level sites and manually transfer
the files.

I'm new in this group. I hope someone could help me with this soon.

take the back up of the specific subsites  and restore
it at top-level  sites on a new location...

You need to do bit additional work once the sites  are
restored. including links, some webparts.....

The only way we've found to do this is to have our administrator use
the stsadmin tool (I think that's the name of the tool he uses).

Top Site (TS) -> TS - Must be done with Stsadmin
TS -> Sub Site (SS) - Can be done easily with FrontPage backup /
restore
SS -> TS - Stsadmin
SS -> SS - FrontPage
