Conversion of special characters in a stsadm comm

I am using the stsadm.exe -o creategroup to create permission groups.
The description parameter looks like this:

-description "Use this group to give people read permissions to the
SharePoint site: <A href="""http://test/PWB/00866/00951""">Test Project
5 (00866-00951)</A>"

The command works and the group is created. But when I go to the
SharePoint People and Groups: All Groups page, the link in the
description field does not work. I edit the group and in the description
field I see the value:

Use this group to give people read permissions to the SharePoint site:
<A href="http://test/PWB/00866/00951">Test Project 5 (00866-00951)</A>

NOTE: this is the same value in the database as well

I click on the Edit HTML Source button and I see the following
description:

Use this group to give people read permissions to the SharePoint site:
<A href="http://test/PWB/00866/00951">Test Project 5
(00866-00951)</A>

The < and > are replaced with < and >. If I set the values back
to the < and >, then the link is fixed.

How do I prevent the conversion of the < and > to < and > so that
the link works without manually changeing it.

The key seems to be in the initial descrption definition but I can not
find the right subsitution code or format to get beyond the problem.

Anyone have any ideas?

If you pick another OOTB SharePoint group  (like "[SiteName] Members"), go to
Group Settings, and use the View Source command  in the browser, you'll see
that their site  links are HTML-encoded as well.

Are you viewing your site in IE or Firefox?

Also, what does the browser's status bar show when you place the cursor over
the original link  (as you created  it in stsadm)?
