Contribute access Limitations in sharepoint 2007 and sharepoint 2010

I am facing one issue where I am giving the contribute access for one on
share point 2010 site but the user is not able to see the Edit Page in the
site actions . but where as same user am able to see the same Edit page for
the contribute access in the Share point2007 application .


Sharepoint 2010 site collection is a Publishing site with
Variations(Multiple languages).

share point 2007 sitecollection is a publishing portal alone.

Appreciate your responses on this.
