Context menu on specific list

I have the following problem regarding the implementation of features.
I have a document in a specific format with header and footer that needs to be
created based on the content of a list item. So the idea was to use VSTO. I was
able to create this but I still have problems with CAS and deploying the
solution.
So I tried another way: create a feature that will add a contextr menu that will
generate the XML data and upload it to a form library.
However the feature is creating the context menu for all the lists and not for
the specific already created list. Is there a way to create a feature that
changes the context menu for one specific list?

The Features can be scoped at the Farm, Web Application, Site
collection, or Web site level. But even at the web site level it would
still apply to all the lists/libraries in that web. I don't think you
can create  a context  menu that would apply to only one list.

Have you considered creating  a Content Type and a custom Document
Information Panel for that Content Type which you could use to get your
XML data?
