Content types and an approach to creating a forms center

I'm looking for both theoretical/architectural and practical/step-by-
step assistance regarding a forms center and content types.

I'd like to set up a single Forms Center in our new intranet, where
we aggregate forms that are list-based (where the list item acts as
the form) as well as document-based (word, infopath, etc.).

*The primary driver at this point for some list-based forms is the
fact that lists allow me to restrict users to seeing/editing just
their own records. I don't see a way to do that in libraries, even
using InfoPath to create forms, without using item-level permissions
on each form (a management nightmare). In reading about content
types, I haven't yet found a way to configure permissions separately
for each specific content type.
* I do want to be able to associate workflows with content types in
both lists and libraries.
* I want the main interface of this Forms Center to list/link to all
the forms.

I've thought of creating a subsite for the Forms Center, so that
specific lists acting as forms, as well as libraries, can be grouped
in one place. I could perhaps use one or more CQWPs to roll up forms
(although I'm no genius with those yet), and/or create a TOC page to
achieve the master listing I'm looking for.

However, I'm still not up to par on using content types. I understand
and can follow instructions on HOW to create them, force them down to
child sites, add/change columns, etc. But I don't really have a grasp
on all the functionality that comes with them and when--situationally-
-one gets real advantages from using them.

I'm seeking:
--any advice on the best approach to setting up the forms center
(models/diagrams would be great)
--online or offline contact with anyone else who is trying to achieve
the same/similar result for exchange of info on what's working,
what's not, etc.
--any reference material that will help me better understand the
larger world (not just how to) with respect to using content types
--any specific information about configuring specific permission-
levels as related to content types
--anything else you think would be helpful.

This seems like a huge request. I hope many more of you than just me
will benefit from the resulting discussion.
