I need to attach an event handler on a custom content type.

Since I have already installed my content type as a feature, can I update the
content type declaration to include event handler receivers and upgrade feature
to get the functionality?
What will happen if, some one make changes to my content type from sharepoint
UI, Would I still be able to attach event handler declaratively?
