Content query WEB part - where is it ?

How does one find the content Q WEB part? I do not have it in my available
parts of a MOSS top-level site. In general, how do I know what features to
activate? Maybe I have not activated the correct ones.

As a general  rule of thumb, if you have the correct  license
for Enterprise, then make sure that the Enterprise features  are enabled, you
also need to activate the Publishing features. Once these are activated the
CQWP should appear. These features can be activated at site  Collection level
and at Site Level, bets approach would be the site collection level.

Yes you can very well add the webpart.
