Content Editor Web Part question

How come sometimes when there is an empty content editor web part on a
page, there is some text that displays "click on toolbar to edit" and
other times, it doesn't display?
Not a showstopper, but my customer is asking..

It might be because of the rights of users
If you see the text  that means you have rights to edit  it...
where as it will not show up for the users who just have read access

It might be that the web  part is assigned to a certain audience.

Check the web part  tool pane in the miscellaneous section.
