Content Editor Web Part missing in selection list on MySite

When users create a fresh new MySite in SharePoint MOSS 2007, they do
not see the Content Editor Web Part (plus many others, like Image web
part) under the Miscellaneous web part section specifically, in IE 6/7
or FireFox.

Is this something that must be enabled/activated before site creation
at the site collection level?

On my user account I was able to select the content editor web part,
but after deleting my MySite and re-creating it, it no longer shows up
in the list. Any user creating a new MySite does not have it available
in the selection list.

My colleague Blake and I have done some further investigation. We now believe
that the
Basic web  Parts feature is not being invoked at MySite Creation, or else it's
failing to
execute correctly.

1) Where should we look to determine if the Basic Web Parts feature is being
invoked? Is it
"normal" OOTB for the Basic Web Parts feature to be included in MySite creation?
If not,
what is the "normal" way to get it included?

2) Where should we look to determine if it is failing (nothing appears in the
IIS web log or
the EventViewer on the web fron end server)?
