Content Editor Web Part Issue: "Cannot retrieve properties at this

I've got this bizarre issue with MOSS and the CEWP:

When I attempt to use the Rich Text Editor in a CEWP, I get an error:
"Cannot retrieve properties at this time."

Anyone else have this issue with MOSS?
