Content Deployment in SharePoint 2007

I have two sites - Development and Production

http://www.fooDEV.com Built on Development server - single server
farm in our old Active Directory.

and http://www.fooPROD.com (blank site) - built on Production
server
farm - multiple server farm in our NEW active Directory

different URLs, different ADs, Therefore different group of
administrative accounts.

Can I use content deployment from Central Admin when the Base URLs
are
different? Do I need to give the Development SQL user rights inside
the Production SQL Server?

I have permissions setup for the development Central Admin User
within the production Central Admin. Have allowed Production
to "accept content deployment" . Created Path - "connection
succeeded". Created Job - Test Job Succeeded. Run job - it fails.
