Content Approval vs Approval Workflow

I'm having a problem with using publishing or workflow for content

I am trying to demonstrate that you can submit a page for approval and
you don't need to Enforce Content.

I've turned on publishing feature, set the page library to require
approval, and can manually Submit for Approval

I don't get an email saying it has been submitted. The Approve / Reject
buttons appear and I can update "Content Approval' status to "Approved"

So I added Approval workflow as well and set it to update the approval
status. I do get an email, and the workflow appears on a task list. The
Page has columns "Approval" AND "Content Approval". With both
publishing and workflow, I can set the task to approved within workflow,
but I still have to submit for publishing approval before the document
can be seen by visitors. If I removed the required content approval, the
"Approval Workflow" still sends me an email, but regardless of the
approval state, visitors can still see the document.

Am I missing something? Should the pages library be sending emails with
standard publishing approval? Should I put the "Approval Workflow" on
another library that is not the "Pages" library created by the
publishing feature?
