Is there a way to require approval for content of an entire site?
Including Webparts?

Use 3rd party web parts like Corasworks. They have a Document Library
email notification web part that used in conjunction with a "Publish"
field will only publish documents approved by one, two or more people to
Document Libraries for others authorized to see. Check out
http://www.corasworks.net and email me for more info on how to add these
web parts in your implementation.

I assume u mean ur wss site.
This worked for me:

Open ur site in front page:
Edit theme.css
You can find it here (via. The frontpage hierarchy):
Go in: _themes ->compass-> theme.css

If u are referring to the background color of the menu bar, then the class

I strongly advise u to use the save as option and save the compass theme
with some other name, apply it to ur wss site, and then edit that, as this
will save the original compass theme for further use.

The following article might help you in overriding CSS styles without
even editing original themes or unghosting a page.
