Configuring SharePoint 3.0 to use custom error messages

I followed the instructions in this article to display custom error
messages,but I can't get it to work.

Is there something else I need to do? I pointed the website to the new
404 error message in IIS as well. I even disabled the show friendly
error messages in IE.
