Cannot configure SSO

Our admin team is trying to configure Single Sign Off for MOSS in a
small farm environment ( 2 WFE - 1 back end SQL Server Cluster). Central
Administration runs from the first WFE. We started the SSO service
logged in with the same account that we set up for SSO administration.
Then we went to Central Administration into the 'Manage Server Setting
for Single Sign On' page. We set up the Administrator Account and
Application Definition Administrator Account with the same account name
as we set up the SSO service. This account also has database creation
rights on the SQL Server. (Accepted defaults for the rest)

However, when we tired to save our configuration we got the message:
"Login Failed for user 'NT Authority\Anonymous LOGON'' We checked the
server logs and it showed we tried to log on but it could not resolve
our credentials. We think the issue may revolve around the trust level
in our IE. Has anyone had a similar experience? What can we try?
