Configuration Problem

We are trying to install MOSS 2007 on a farm: SQL Server, WFE server, and
Indexer Server. Finally got an Enterprise Portal setup. Sort of. When I try
to create a site I get an error:

The Office SharePoint Server Publishing Infrastructure
feature must be activated at the site collection level before the Publishing
feature can be activated.

When I go to site settings and try to to Activate Office SharePoint Server
Publishing, I get the following error:
One or more features must be turned on before this feature can be activated.
Office SharePoint Server Publishing Infrastructure
Provides centralized libraries, content types, master pages and page
layouts and enables page scheduling and other publishing functionality for a
site collection.

What features? And how do I turn them on???

The Publishing Infrastructure must be activated at the Site Collection
level (site collection features) before it can be activated at the site
level. It does not have to be activated at all sites within the site
collection, however.

The site template that you wanted to use in the site creation probably
was a publishing site that required the activation of the publishing
infrastructure.
