Conditionally Disable Save in EditForm.aspx WSS 2003

We are looking for best practice approach to the following:

A custom List has a Request Status with two values; Draft and Submitted.

When a user creates a new item in a list using NewForm.aspx, the user
can save that item as a Draft for future editing via EditForm.aspx.
Once the user has set the Request Status to Submitted, we want to
disable the Save function so the user can no longer edit that record.

Any code samples that can be shared? With code in the EditForm.aspx
code, this still leaves the List vulnerable in Datasheet mode.

What's the best way to tackle this requirement? Is there an obvious
approach we're missing?

I would think that some simple JavaScript could be created to check the
status of the field and disable  the toolbar button client-side. Not
elegant and could be overcome using the datasheet view or by hand
submitting the JavaScript to save  the list item. But most user's aren't
that savvy.
