Cannot Complete this action

I’ve recently run into a problem with my Portal server. When a user tries to hit any page below the homepage level, they are presented with an error stating “Cannot complete this action. Please try again”

However, if an administrator views the page first, then the user can see it just fine. Any ideas what might be going on here?

I've never heard of this before. Sounds like a call to PSS is in
order.

"Cannot complete  this action. Please try again." is usually caused by
the underlying COM components not passing their actual error  back up to
the .NET wrapper.
