In Portal, templates will only appear on the create  page in areas  based off the same site definition as the area  in which the template  was created in. So if you created a document  library template in the News area, it will only work in other areas based off the News site definition. But there is a work around for this. No. Custom List Templates are dependent on both the Site Definition and
LCID. So, since all Portal Areas are based upon unique Site Definitions,
you must have a unique document  library template  for each area.
