comment tags in the Contents area definition

I'm creating a custom area definition by copying the contents area
definition. I've modifed the default aspx to replace the existing
sharepoint header with my own, but when I view the page something
interferes with css styles controling my headers layout. I removed
some comments in the page and my header behaves as expected. Can
someone please explain what these comments are for and what the long
term effects would be of removing them.

These are the comments I removed:

_lcid="1033" _version="..." _dal="1" _LocalBinding

_locID@dir="ltr" _locComment="{L=!1025,1037}"

_locID@align="align3" _locComment="{Locked=!1025,1037}
{ValidString=left,right}"

_locID@align="align4" _locComment="{Locked=!1025,1037}
{ValidString=left,right}"

_locID@align="align5" _locComment="{Locked=!1025,1037}
{ValidString=left,right}"

These don't look like comments  to me but JavaScript assignment
statements from some kind of globalized site with multiple language
packs (1033, 1025, and 1037). I would presume that these variables are
used later in the page.
