Clear Cookies to Sign Out

I have a scenario. We have 3 WFEs in a farm with Forms Based
Authentication. We have created a Signout.html page which is a very simple
page which calls a javascript function in the body onload event. This
javascript function is written to clear the cookies. This page has been
deployed to the Layouts folder of each WFE. After the user logs in, we
change the url manually to call this page as http://<web site
address>/_layouts/signout.html. Upon this, the javascript does get executed.
After this, we again manually type in the url of the same page (which shows
up after login) and it shows up, though it is supposed to take us back to
the login page and not the requested page. We are doing this manually for
testing the functionality. Later on, we will automate it. Instead of calling
the Signout page, if we use IE Developer toolbar (after login) and use the
Clear Session Cookies option and re hit the page, it redirects back to login
page. But our javascript call, somehow, doesn't seem to be working. I
searched this, but didn't find any useful links. Any pointers / help would
be really appreciated.

Is this a cross-site scripting issue?

This seems to be a more fundamental development question than something
specific to SharePoint, but anyway..

Have you checked in your javascript to see that you can actually read
the cookie before you delete it?
