Changing the Quick launch bar/top navigation bar remotely?

I'm working with WSS3.0 (2007) and am looking for way to change the
quick launch bar and/or the top navigation bar remotely (cannot use the
OM since not running on WSS machine).

Alternatively, what I'm trying to do is when creating a new site
(again, remotely) make sure the parent site has link to this site in
the quick launch bar and/or top navigation bar. When I just create it
using RPC - there is no link.

Any ideas?
