how to change the url address of a site collection

Does anyone know how to change the url address of a site collection
that hangs off the SPS portal?

Normally, you would simply open the site in frontpage and edit the
site settings, but this does not seem to work for a site that is one
level off of the portal. Does anyone know another way?

Any help would be much appreciated.

I don't think this is possible, you can change  the site  description. Only
alternative is to use smigrate to migrate the site from the old URL to the new
one and delete the old one

I think there is a route to do this via stsadm.exe rename web function

Actually, you could use renameweb from stsadm but it only works on
subwebs, you cannot rename the root web
