How to change portal site theme

I don't see the link to change the theme for the whole portal site. I
found a way to change the homepage theme by going to central
administration, then to change the URL in the address bar
from /_layouts/1033/default.aspx to /_layouts/1033/themeweb.aspx

Please help me if you know a solution.

Changing the theme for personal sites is available and working but
for the whole portal it is not working. How can I do it?!!!

The portal  uses ows.css and sps.css. Backup these two files and modify them
the way you want them. Take a look at

I am looking for a way to provide custom CSS file at Area Level. In
the list of permissions, "Apply Style Sheets - Apply a style sheet
(.CSS file) to an area or the portal  site" seems to indicate that you
can do it at an Area Level but I can't find where the CSS file could
be specified.
