Can you change permission on a custom list?

I was wondering if you can help with this question:

On SPS 2003 Portal

Can you change permission on a custom list?

How can you delete/upload/manage custom template on the portal level?

Yes, you can work around to and change  permission on a custom  list.
weblogs.asp.net/.../317136.aspx

By custom template I'm assuming .stp files (List template Gallery)
http://[servername]/_catalogs/lt/Forms/AllItems.aspx

How about security on document libraries within the areas?

I saw something to go to this url:

http://site_url/_layouts/1033/ShrOpt.aspx?obj={FB59AD41-72EE-4F4E-A9BE-D8876
B50EB47}.doclib

but I get a server error..

I don't know how to fix that.

Try this
http://{serverName/areaName]/_layouts/1033/ShrOpt.aspx?obj={6D974E71-C96D-4CAD-8\
451-611D1119DB2D},list

where {7979E blah, blah, blah} is your document library GUID.

I constantly get a prompt to login and my account is the admin account.
