Change Owndership in SPS

I'm working on setting up a Group within SharePoint Portal that will
be able to create sites and set up an admin/user to the site but
nothing more.

The purpose of this group is for more of a clerical role. I
basically want certain users to create a site but then not have the
ability to view or access the site after they have created the site
(security reasons)

When I test this I have successfully set up an account to create a
site however when I remove the account from the site I am still able
to access this restricted site with the account.

If I access the site with another account I am not able to view the
site. I'm assuming it has something to do with owner/creator rights
but I am not able to locate the setting to change or remove these
rights correctly.

How can I remove the owner/creator the ability to view a site he/she
created?
