How to change the name of a site?

Let me start by saying that I am totally new to SharePoint, so if this
question sounds completely silly I apologize in advance. To give you
a little history we are kinda working in reverse in our use of
SharePoint. We have a portal and a few sites off of that currently in
use. No, I am not the one who released these sites before testing and
such. Welcome to my nightmare. I am trying to change the name of one
of our sites as the owner wants to rename it. When I went into the
site settings and changed the name bgce-intranet/sites/telecomm
to /sites/techsystems I got an error saying that the site was not in
the configuration database. From here I backed up and just changed
the name of the site and left the address of the site alone. Is there
a way to change the site addresses after the site is created? Also,
if anyone would be so kind as to chat with me one on one some time
that would be greatly appreciated! I think I need it! :) Thanks in
advance to all you gurus for checking out my post! have checked out
as many of your blogs as I can get to and let me say "thanks!" they
are great and have taught me a lot! I hope to hear from some of you

If you open the site,
click "tools" and "site settings". Under the "general" tab, change
the "web name" to what you want (in your case, change  "Project
Phoenix" to "Project Arthur") and "apply".

It seems to have worked for me, but I'm probably the least technical
person in this discussion group; I defer to the experts! :)

One way to do it use stsadm.exe

Use Create web command and create the url.

Bacup the WSS site  you want renamed using stsadm.exe

Restore the wss site on the url path you created.

Delete the site you wanted to rename.
