Can't read Connection String from Web.Config

Ok, I'm stumped. I'm writing a webpart for a client that accesses a
SQL 2005 database. I originally put the ConnectionString in a
ConnectionString entry in the Web.Config for the SharePoint site.
This worked perfectly on my test system, but when my client installs
it he gets an error that it can't find the ConnectionString. Here is
what we checked so far:

1) The string is correct, because when I change the webpart to get it
as a property everything works fine even on my client's site.

2) The webPart is installed in the client's GAC using STSADM and the
database calls, including retrieving the connection string, are being
run with elevated security.

3) The connection string is not currently being encrypted in the
Web.config file and I've checked the client's web.config for proper
placement of the connectionstring entry.

Anybody have any ideas?
