Can't edit user information. Theories? (Was: Odd issue with Win2k..

I thought I'd reword the subject for this as I've found it's not a Win2K
issue at all:

It appears that site administrators can not edit their site user's 'user
information' (typically to change the Display Name on the site). Anyone
know why this might be happening? (Using WSS2)

What happens is that they are set up as an administrator and they can
edit most anything EXCEPT the user's user information. When they click
the link to do that, they're prompted for their username/password and
then denied access.

The only potential variable that might be related is that it appears I
can edit user informaton if I was set up as an administrator at the time
of site creation. If I was added as an administrator to a site after it
was created, then I can not access this option.

Any theories as to what might be going on?

I think you'll need to be a SharePoint administrator  to do this, as it's
actually part of the User profile - site  administrators should not have th
eability to change  this since it requires Central Admin access  (assuming you
are using the Portal as well)

We are not using portal. Just WSS2.

There are site  administrators that CAN edit  this information  that are
not also granted access  to central administration. Again, the only clue
I can find is that it seems as if admins added  at time of site creation
are given this right but not people added as admins thereafter.
