Cant See Check Out, Check In and Publish under Site Actions

I have a fresh install of MOSS 2007 and i am logged in as a System
Account which has full control. I am unable to see Check In, Check Out
and publish in the list which appears when we click Site Actions. I
can only see Create, Edit & Site Settings when i click Site Actions
and nothing else.

Also when i tried to change any webpart using the the Edit
functionality. I got an error that site needs to be checked out before
making any changes.

If you have SharePoint Designer open the site  in Designer. Right-click
on the site in the folder list and Check it in.

You might also find it useful to save the site in Designer as another
name say Default2.aspx and then over-write the original wit a new
version.

If you haven't got SP Designer you can just download the trial version
to do this.

Assuming you used a publishing site  template to create your top level site you
should see a command on the Site Actions menu labeled "Edit Page." This will
"check out" the page and turn on a toolbar below the Site Actions menu. Make the
customizations you need and when you are finished use the toolbar to "Check In
to Share Draft" and then "Publish" the page.
