caching problem

I have a simple web part that I am using to test some code (below).
I'm trying to use folders to control whether or not some people
see 'edit' links on specific web parts. So we want to create domain
groups of select authors that will only be able to edit content on
certain web parts, then assign these groups as authors to specific
empty folders within each subdashboard. So I created a folder, called
New Folder, within a subdashboard, called Unit Home, and I changed a
co-worker's role from an author to a reader. The code below simply
spits out an Access number, which, from extension playing around in
sharepoint, it appears a coordinator is equal to 4 and an author is
equal to 3.

My co-worker sees a number 3 even though he is no longer an author.
I've flushed the application cache, cleared his cache, the web part's
settings are set to NOT cache itself. HELP! HELP!!!! Maybe
something's wrong with my code????
