How to cache web parts in Sharepoint Portal Server 2003?

I read some articles about Sharepoint 2001,
in which there is an option to specify the caching of web parts
directly from the admin GUI. But I guess, in 2003, we can't do that.
I couldn't find any UI for configuring the caching interval of web
parts and web part pages.

One of the MSDN sites just tells - as an admin, we have to change
the web.config file, to configure the caching. But there is no
details how to do that? Also, for the default web parts (ex: Page
viewer), can we change the web.config to cache it?

Also, it tells, as a developer of web parts using ASP.NET, we have
to use web part classes to cache a web part. But again no details.

My requirement is: we are evaluation Sharepoint portal server 2003's
various capabilities. In that out team is doing "caching options",
We are familiar with TIBCO portal builder, and new to sharepoint.

There are my questions:

1. Can we specify caching of web parts from admin GUI directly?
2. If we need to edit web.config file, then what is the location of
it? How to do that? Any documentation for that?
3. How to cache web parts in "per-user" basis and "shared basis"?
4. As a developer, how to code caching? any samples for this?
5. If the developer doesn't provide the caching option, then as an
ADMIN, is it possible to cache the web parts???
