Brand-new SPD workflow not starting on item create

In the "it should just work" category....

I just created a workflow associated with a particular list. I told it to
do two three things, in the following order:

1) Store the item ID along with a message in a local variable.
2) Set a string field equal to the item ID.
3) Log the message variable to the workflow history log.

This worked on my dev server (and every other time in history when I've
created a SPD workflow that doesn't error out). However, when I re-created
this very simple workflow on the test box, I see no updates. Additionally,
where there should be an "In Progress" or "Completed" link in the default
view -- where a field is added for the workflow -- there is simply a blank
space. The thing never starts.

Is there a blocked/disabled port, service, etc. that might be keeping this
from firing?

In the "ask the obvious questions" category...

Did you check the 12 logs?
Are you certain you checked the boxes for how you want the workflow  to start?
Did you try to copy this from the dev  server or did you rebuild from scratch?
Are you certain you attached the workflow to the right list?

Yup. Turned out to be a kooky restriction that has been in force since WSS

This normally happens due to the fact that you might have created  the
workflow with an non-admin account(the account which runs the app_pool).
Check again and then it should start working fine.

Apparently this is a known issue when you log  in as the system account (i.e.
the one whose credentials are used to run the app pool)... but only when
that system account is a domain account. At least that's what the MS KB
