I remember seeing something of Blog effect in FrontPage 03.

Go to New >> New Web Site (not new page). It is somewhere there under package or template etc

Yes. Below is an excerpt from Help about web  packages. To create a
blog, select File / New from the FrontPage menu. From the pane on
the right, select Web Package Solutions from the list. Select Web
Log as the package and complete the location and check off "Add to
current" if desired. Select the specific components to import, and
go for it.

templates, Web components, themes, graphics, style sheets, and other

Microsoft FrontPage includes predesigned Web package solutions,
which are self-contained, data-driven Web sites based on Microsoft
Windows SharePoint Services. You can also create Web packages by
using files within your existing site.

You can use the predesigned Web package solutions as a starting
point for creating a News and Reviews site or a Web Log. You can
also deploy the solutions to extend the functionality of an existing
site based on Windows SharePoint Services.
