Bizarro world with the Global Nav and Quick Launch

We have a small farm: 2 front end web servers
(Server2003), a index server, a search server and a separate
application server (MOSS2007). These are all VM's but the SQL2005 is
a physical machine.

We started beta test to a select group of users in the above
environment. Then strange things started happening. Different users
(completely random, some network admin but not MOSS admin, some with
MOSS Design rights, some MOSS contributors etc) are able to hit the
landing page, but without the Global Navigation or Quick Launch
showing up, but when emailed the url to a specific site, they could
access the site (again without the Global or QuickLaunch). We also
looked at Explorer 6 users versus 7 users, but again the results were
too mixed and too random.

Through further testing, some users could log in at the problem
workstation and could access the sites correctly. Additionally, some
of the error'd users could change machines and were able to load the
pages properly...

Any thoughts, suggestions or ideas are very appreciated.
