What is the best way to implement a default portal splash page?

A page that any user could hit and either login or request access.

Drop a Default.htm page  (Blank or Web Part Page) into the root directory of
your site using FrontPage. Put on it whatever you would like.

How could I set anonymous access  on this page  though. I've tried that and it's prompting me for a login. I need a default  page that anyone can hit  and then if they select a link to login  to the portal, then they would be redirected to default.aspx. I can't figure out how to get around that.

Add SSL to your site and replace the standard 403 error page  with your splash page. If you don't want SSL there are other means of creating errors you can then use for redirection. Then you have a password protected site with an anonymous splash page.

Although somewhat of a hack, it is certainly a possibility to explore. You
would want to find an error that doesn't occur frequently or one that if it
occurred, you would want your users to go to the home page  anyway.
