Best practices.

We want to use WSS 3.0 as:

Document Library and Collaboration
Work flow Tracking
IT help desk
Corporate calender
Global Contacts List

That is the immediate need. We expect to have other uses for the WSS
platform in the future. Should we continue with just WSS 3.0 or should
we consider moving to a more robust implementation with SQL and MOSS?

You can use WSS3.0 and do a POC for other departments and based on the response
you could go in for MOSS Server with SQL .

If you are just using the below features WSS3.O should be fine for you.

There is an OOTB "lite" project management capability using a Tasks list
with the Gantt chart view. There is also Project Server, which uses WSS as
it's basis, but it's an additional license. There isn't any OOTB MOSS
functionality that will help  here, so if you plan to go the custom dev route
you are fine with WSS.
